In Germany, HE dropouts are predominantly defined as „former students, who were enrolled in a course at a German university, having left the higher education system without a first degree.” This definition excludes „students changing their field of study or university as well as students leaving their second studies”. The drop out quota varies between the different types of higher education institution and between study areas. Universities (33 %) and mathematics and engineering sciences (37%) have the highest average quota. The reproduction of social inequality by socio-economic background is still an issue at German universities. Children with higher parental educational background participate more in tertiary education. In most cases, the decision to drop out is not determined by one motive alone. A drop out decision is usually a long process of alienation, characterized by complexity and multidimensionality. Nevertheless, most students provide one reason as decisive. Despite various strategies and projects at German universities to assist students in coping with study requirements, an early warning system for students with drop out risks does not exist yet. There is only a little insight into the transitions dropout students make within the educational system or into a job. When it comes to the professional development of dropout students six months after deregistration, the figures for 1994 to 2008 show an increase in unemployment (from 8 to 15 %) and a decrease in vocational training (from 36 % to 22 %). Currently, skill shortage is discussed in numerous sectors of the German economy. This tendency has led to an increasing awareness among chambers and enterprises about the potential of dropouts. Dropouts from a studying course who already have interfaces with a VET profession, and who have decided to drop out at an early stage of their studies, are preferred by the employers. Parallel working advisory structures (e.g. academic/vocational guidance at the employment agencies and advisory services of the Chambers of Industry and Commerce) exist.
